The FNMT Ceres digital certificate is a piece of software installed in your browser that lets you authenticate yourself to the Spanish government online. With it, you can file Modelo 210, check your tax record at Hacienda, access the Social Security portal, and carry out dozens of other bureaucratic tasks — all without visiting a Spanish office. Getting the certificate requires a one-time in-person identity verification at a Hacienda office in Spain.
What is the FNMT digital certificate?
The FNMT (Fábrica Nacional de Moneda y Timbre) issues digital certificates that function as a legal electronic signature in Spain. There are two types relevant to individuals:
- Certificado de Ciudadano — for Spanish nationals and foreign residents with a NIE
- Certificado de Persona Física — for any individual with a NIE, including non-residents
As a non-resident property owner with a NIE, you want the Certificado de Persona Física.

- File Modelo 210 (non-resident income tax) online
- File Modelo 714 (wealth tax) online
- View and download your Hacienda tax file (expediente tributario)
- Submit appeals and notices to Hacienda
- Access Social Security records
- Sign documents electronically
- Access the Catastro property database
Step-by-step: getting the FNMT certificate
Step 1: Apply online Go to the FNMT Ceres website and click "Obtener Certificado Software." Enter your NIE and email address. The system generates an application code (código de solicitud) — save this, you'll need it.
Step 2: Present yourself in person Within 1 hour of Step 1 (while the browser session is still open, or on the same device), you must visit a Registration Office (oficina de acreditación) with your:
- Original passport
- Original NIE certificate (or TIE card)
- The application code (print it or have it on your phone)
Registration Offices include all Hacienda (AEAT) offices, some Social Security offices, and some town halls.
Step 3: Download the certificate Return to the same computer and browser where you started Step 1. Go to the FNMT download page, enter your NIE and the confirmation code emailed to you, and download the certificate. Install it in your browser.
Step 4: Back up the certificate Export the certificate as a .pfx or .p12 file and store it somewhere safe. If your computer dies, you will need this backup.

The FNMT process is browser-based. Steps 1, 3, and 4 must be done on the same computer and the same browser. Do not switch devices or browsers between steps.
Alternative: Cl@ve PIN
If getting the FNMT certificate is impractical, Cl@ve PIN is a simpler authentication system. It works via a PIN sent to your mobile phone. Cl@ve has fewer capabilities than the FNMT certificate but is sufficient for many Hacienda interactions including Modelo 210.
To register for Cl@ve, you can do so online with a pre-existing FNMT certificate, or in person at a Hacienda office.
Does my gestoría need me to have a digital certificate?
No. Your gestoría files on your behalf using their own professional credentials. You do not need a digital certificate to use a gestoría. The certificate is only needed if you want to file yourself.
